CAWP Monthly Legislative Report

Transportation funding issues received top billing in the Pennsylvania General Assembly as Governor Rendell opened a Special Session on Transportation. As a result, many ideas for providing additional revenue have been floated, including some traditional ideas such as raising the gas tax and vehicle registration fees, to some non-traditional ideas such as charging gateway tolls that would toll vehicles entering and exiting the state and legalizing video poker machines and transferring the revenue into the Motor License Fund. The Special Session continues until November 30, 2010, so expect more information on this subject in the months to come.

Other bills in the PA General Assembly that are currently “on the move” include HB 1502 and 1503, which would require contractors to verify employment eligibility of their workers. The bills would require contractors to verify the employment eligibility of all current employees using the Social Security Administration’s Social Security Number Verification Service (NVS), and new hires would have to be screened using the Department of Homeland Security’s E-Verify Program.
