Senate Bill 1131:  Eliminates joint and several liability doctrine in favor of comparative negligence.  In cases where there is more than one defendant, a plaintiff can only recover from each defendant the proportionate value of each defendant’s liability. Senate Bill 405: Prevents contractors from having to pay the local business privilege tax in any municipality where they have a project. This bill would clarify the assessment of the Business Privilege Tax in Pennsylvania so that the tax would only be imposed if the “privilege” of doing business is exercised through a “base of operations” in the local taxing jurisdiction, which is not constituted merely by engaging in transactions.
