CAWP Minimum Dues
CAWP Minimum dues are $500 per year. Members will be billed the minimum dues by January 1st. Dues are pro-rated quarterly upon joining the Association.
CAWP Quarterly Assessments
Quarterly Assessments are billed in June, September, December, and March for all wages paid during the previous calendar quarter as reported by Members to the Welfare and Pension funds.
The CAWP Quarterly dues are assessed a rate of .0035 based on the project wages paid for employees who are engaged in the Heavy, Highway, Railroad and Utility work performed in the 33 counties of Western Pennsylvania. The CAWP minimum dues of $500 cover approximately the first $142,000 total gross wages per year. Beyond the minimum dues of $500, the .0035 rate applies to gross wages with a maximum total payment of $5,000 per year.
Associated General Contractors of America (AGC)
As an AGC Chapter, all CAWP Members automatically become Members of the Associated General Contractors of America (AGC). There are four categories for membership with AGC: General Contractor, Specialty Contractor, Non-Home Contractor, and Provisional Member.
- AGC General Contractor – A contractor who performs at least one project during the past year as a General Contractor. There are six categories for dues payment are based on the volume of work performed in the previous year.
- AGC Specialty Contractor – A specialty contractor performs work ONLY as a subcontractor.
- AGC Non-Home Contractor – A non-home contractor is a general contractor member whose principal affiliation is with another chapter, but who maintains a permanent presence in the subject AGC chapter. This does not include a contractor who pursues work within the geographical territory of an adjoining AGC chapter but has not established a permanent office in the second chapter.
- AGC Provisional Member – A three-year program intended to attract new general contractor members to the Association through a dues reduction incentive. AGC’s dues schedule includes a graduated payment structure over the three-year provisional period as indicated in the dues structure chart linked below. In the fourth year, the Member will be automatically moved to a General Contractor Member status and will be expected to pay dues accordingly.
AGC Dues Structure for General Contractors, Specialty Contractors, Non-Home Contractors and Provisional Members
Associated Pennsylvania Contractors (APC)
All CAWP Members who are pre-qualified to perform PennDOT work shall become an Affiliate Member of Associated Pennsylvania Contractors (APC). CAWP Members who are not pre-qualified to perform PennDOT work are not required to be an APC Member but may elect to do so on an equal dues basis.
Active Membership
Dues for Active and Affiliate Members are based on the total volume of work contracted during the highest of the preceding two years in accordance with the schedule below. Volume of work contracted includes highway, heavy, airport, and transportation construction contracts or subcontracts for all state, local, and federal agencies.
Dues include membership in the American Road & Transportation Builders Association (ARTBA). Membership will remain in effect until cancelled by the Member in writing.

Affliliate Membership
Minimum dues for Affiliate Members are $850, which the contractor will pay $550 directly to APC and CAWP will pay $300 on behalf of the contractor. The $850 minimum dues will cover work volumes up to $4 million. Dues for volumes above $4 million are billed at 50% of the Active Membership rate reflected on the schedule above. Maximum dues for Affiliate Members are $8488 (compared to $16,975 for Direct Members).
