The Constructors Association of Western Pennsylvania’s Labor Committee has reached an agreement on a three-year heavy, highway, utility and railroad labor agreement for the years 2020 through 2022 with the Carpenters and Pile Drivers Local #441, Cement Masons Local #526, Laborers District Council of Western Pennsylvania, Operating Engineers Local #66 and Teamsters Joint Council #40.
The changes in contract terms will be provided soon. However, the financial terms of the settlement are as follows:
Standard Agreement & Addendum 1 Projects
2020 $1.50
2021 $1.50
2022 $1.50
Addendum 2 Projects
2017 $1.25
2018 $1.00
2019 $1.00
The allocations of the increases among the wages and benefits have yet to be determined. Once the unions provide these allocations, they will be shared with CAWP contractor members.
Bidding Future Projects
Contractors bidding prevailing wage projects in the immediate future are to bid using the 2019 wage rates until the 2020 wage rates appear in the project specifications.
Current Projects
Contractors are reminded that Standard Agreement projects and Addendum 2 projects bid prior to January 1, 2020 include a one-year carryover, meaning contractors are permitted to utilize the 2019 rates in 2020. This does not include Addendum 1 projects. On Addendum 1 projects bid prior to January 1, 2020, the wages are frozen on uncompleted projects for two years.
